The Akwa Ibom State Governor¬ship Election Tri¬bunal holden at the High Court of the Federal Capital Territory Complex, Maitama, Abu¬ja has struck out a peti¬tion by the candidate of the Labour Party, Sena¬tor Helen Esuene seek¬ing to nullify the election of the Governor of Akwa Ibom State, Mr Udom Emmanuel. Presiding Judge, Hon Jus¬tice A. S. Umar at the week¬end in his ruling struck out the petition of the Akwa Ibom State Labour Party candidate and held that the petition was incompetent. Mr Paul Usoro, Counsel to the Akwa Ibom State Gover¬nor, had challenged the com¬petence of the LP candidate’s petition on grounds that Ex¬hibit A, the purported certi¬fied true copy (CTC) of the signature page of the petition, attached to the petitioners’ counter affidavit to the motion is not a CTC having failed to satisfy the requirements of Section 104 and 105 of the Evidence Act. The Usoro also held that the petition in the record of the Tribunal did not disclose the signatory thereof as none of the names of Counsel listed therein was ticked to indicate who signed the petition. He contended that the peti¬tioners failed to comply with the provisions of paragraph 4(3) of the First Schedule of the Electoral Act.

Only results will save Keshi —NFF

By John Egbokhan Officials of the Nigeria Football Federation (NFF) have said that only positive results will save Stephen Keshi in his second-time spell as Super Eagles coach. Keshi has come under scrutiny following reports linking him to the vacant Ivorian job and outburst of captain Vincent Enyeama on the suitability of the Ahmadu Bello Stadium in Kaduna on June 13. The Lille of France goalkeeper had said that Kaduna was not safe for the 2017 AFCON qualifying match because of the security situation in the northern part of the country. His comments had fuelled security fears, prompting the NFF President, Amaju Pinnick to assure all that Kaduna was safe for the game. Eagles won the match 2-0 but the NFF later issued Enyeama and Keshi queries and invited both to appear before the Organising and Disciplinary committee, which the goalkeeper shunned. Keshi appeared before the NFF panel and cleared himself. Keshi Keshi But we have gathered that some members of the NFF are not happy that Keshi has not been able to control his players. They traced this trend to the 2013 Confederations Cup when the players refused to fly to Brazil in a jet hired by FIFA. They agitated over match bonus and brought international shame to Nigeria. The next was at the 2014 FIFA World Cup in Brazil, where they threatened not to play France in the second round until their share of the FIFA World Cup money was given to them.
In all these, Keshi could not control the players. And now, Enyeama seems to be a problem that Keshi could not address. Keshi appears to have lost control over his players, especially key acts like Enyeama and John Obi Mikel. Enyeama’s outburst really jolted the NFF that they had to double their security expenses. They said it would have been calamitous if Chad had acted on the statement and objected to play, fearing attacks on them during the game. It was learnt that the statement by the former Enyimba goal-stopper caused panic in Kaduna and Governor El Rufai had to beef up security presence in the city. Sources told us that members also suspected that Enyeama preferred kwa Ibom to Kaduna. We can however authoritatively report that while members frowned at the conduct of Keshi in the past, they said they were determined to give the former Togo and Mali coach full support to succeed. But they said that Keshi has to help the situation by turning in good results that will endear him to Nigerians. “Nobody will talk to Keshi or be harsh to him if he is winning. Results will keep him on the job”, one NFF source source said.

Exclusive: Why Buhari sacked SSS from State House

Reasons have been adduced for the removal of officers and men of the Department of State Security Service, DSS, from the State House by President Muhammadu Buhari. Dependable sources told Nigerian Pilot Saturday that Buhari is not comfortable with the undercover security agency based on its alleged role in the last presidential election. For instance, it was revealed that since assumption of office, Buhari has not invited the Director General of DSS, Ita Ekpenyong to any of his security meetings. The Aide De Camp, ADC to President Muhammadu Buhari, Lieutenant Colonel Lawan Abubakar in a circular he issued, gave the directive to DSS officers attached to the president to move out of the State House. The circular mandated soldiers to take charge of the president’s residence and office, while the DSS personnel will man the gate and other areas, not directly within the villa. “Only soldiers will serve as bodyguards to Mr. President, while the SSS personnel will no longer have access to President’s residence and office and even the council chambers’, the circular by the ADC read. The officials belong to the Body Guard Unit of the DSS and had been working in the Presidential Villa since the days of former President Olusegun Obasanjo, late president Umaru musa Yar’Adua and immediate past President Goodluck Jonathan. A highly placed security source yesterday told Nigerian Pilot Saturday that President Buhari is no longer comfortable with the service because of the alleged role the DSS played in the just concluded general elections. According to the source, the DSS has the constitutional role of protecting the President, but he believes that the service is sympathetic to the Peoples Democratic Party, PDP. He said that what is going on in the Presidential Villa is setting a very bad precedence for all the security agencies and the country in general. Nigerian Pilot Saturday had gathered that there were moves to replace the operatives with men of the Nigerian Army Intelligence Corps. The ADC to the President had last week rejected about 253 operatives of the DSS recently redeployed from the service’s various state commands to the Presidential Villa. Our correspondent learnt that trouble started for the DSS operatives, last week, when a security aide of President Muhammadu Buhari went round offices in the evening to chase the DSS officials out. He was reported to have said that a directive had been given that they should no longer be allowed access into the premises. Some of the affected officials who spoke with our correspondent on the condition of anonymity expressed shock over the development. They however said they would still resume at their beat today (Saturday) except they receive a contrary directive from their headquarters. “We were asked to leave the premises or risk arrest. As I am talking to you now, some of us are gathering under the trees while some others have left. “It is surprising, but we have no choice than to resume here again tomorrow (today) and see what will happen. “The only reason why we may not come here is if we receive any other directive from our headquarters,” one of the officials told our correspondent on the telephone. However, the Presidency in a statement by the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, said Buhari had not given any order for the expulsion of DSS officials from the Presidential Villa. ATIKU’S SECRET PLOTS

The crisis in the two chambers of the National Assembly has again brought to the fore the power struggle within the All Progressives Congress, APC. Since the merger of the defunct Action Congress of Nigeria, ACN; the All Nigerian Peoples Party, ANPP, Congress for Progressive Change, CPC, and a splinter group from the All Progressives Grand Alliance, APGA, the former governor of Lagos State, Bola Ahmed Tinubu, has been calling the shots in the APC
Tinubu unilaterally handpicked Chief John Odigie-Oyegun as the National Chairman of the party and most of the members of the party’s National Working Committee, NWC. Tinubu, who is referred to as the national leader of the party despite the fact that there is no such position in the party’s constitution, had his way in the emergence of Muhammadu Buhari as the presidential candidate of the party. He also had the rare privilege of nominating Prof. Yemi Osinbajo as Buhari’s running mate. Prior to the formation of APC, Tinubu was in charge of politics in four out of the six states in the South-West and with the victory of the party during the last general election, there were speculations that Tinubu was all out to expand his political territory to the federal level. Those close to the godfather of Lagos politics say the least he was expecting was the key to his own apartment within the Aso Rock presidential villa once Buhari is inaugurated. Many members of the APC were uncomfortable with Tinubu’s stranglehold on the party and had been waiting for an opportunity to cut him down to size. It is believed that these APC members opposed to Tinubu’s hold on the party picked former Vice President Atiku Abubakar to lead the onslaught against Tinubu because of his clout, financial muscle and influence across the country. If Tinubu was aware of the plot to water down his influence on the APC, it appears he underrated the influence and the damage the opposing bloc in the party could do. Tinubu did not read the handwriting on the wall when President Buhari declared during his inauguration that he belongs to everybody and belongs to nobody. The opportunity to cut Tinubu to size by the Atiku camp presented itself in the run-up to the inauguration of the Eight National Assembly. In his usual action, Tinubu handpicked Senator Ahmed Lawan from Yobe State and his acolyte, Hon. Femi Gbajabiamila, to preside over the two chambers of the National Assembly. Expectedly, the APC National Working Committee rubber-stamped the list of Tinubu’s nominees and ratified the list at a mock election held in Abuja few days to the inauguration of the National Assembly. But the Atiku group not only boycotted the mock election, they involved their political soul mates in the Peoples Democratic Party, PDP, to foil Tinubu’s plot to foist stooges on the National Assembly. When Senator Bukola Saraki and Hon. Yakubu Dogara emerged as the Senate President and Speaker of the House of Representatives respectively, the APC rejected their emergence insisting they will not recognise them and even threatened to sanction them and others that supported their emergence. But Atiku ignore the APC statement which was signed by Alhaji Lai Mohammed (another acolyte of Tinubu) and went ahead to congratulate them. The former Vice President noted in a press statement issued by his media office that with the election of its presiding officers, the Eighth National Assembly should swing to work and put the overall national interest beyond the personal political interest of its members. Irrespective of the political mix through which the presiding officers emerged, he noted, the Eighth National Assembly should never lose focus of its role as a partner in progress with the other arms of government, especially the executive arm. “The Nigerian people look up to the new National Assembly to work with the executive arm in finding solutions to the problems of insecurity, poverty, illiteracy and joblessness in the country. Their election is indeed a call to duty, and it is a call for which they cannot afford to fail the nation.” However, the camp of Tinubu accused Atiku of working with those that frustrated the emergence of Lawan and Gbajabiamila in a bid to undermine the leadership of the party, constitute themselves into opposition within the party and hijack the party structure ahead of 2019 election. Reacting to this allegation, Atiku acknowledged that it was legitimate and desirable for individuals and groups to seek to pursue their interests, but that such must be done with the benefit of sustaining democracy and promoting equity, fair play and justice in mind. “Anything contrary may jeopardise our hard-earned democracy and constitute a clog in the wheel of the new administration,” he said. He urged members of the APC to emulate the unity of all the presidential contestants after the party’s Lagos primaries and support President Muhammadu Buhari to form his government and get to work. Atiku exonerated himself from the purported hijack of the party and the National Assembly towards 2019, saying that it was a figment of the imagination of those promoting it and urged Nigerians to ignore all such insinuation. He said the recent outcome of the National Assembly elections, contrary to insinuations, were products of interplay of politics “which is itself in constant motion.” Atiku, the Turakin Adamawa, restated his commitment to the Buhari administration and pledged to back the commitment with all of the assets at his disposal. “Make no mistake about it, Atiku Abubakar holds Buhari in the highest esteem, and would always remain loyal to him and support him in every endeavour to succeed as president. “We, the members of the President’s own family, need to lead in this direction for others to follow for the good of our nation and its people.” Atiku denounced the “increasing determination of some people” to draw a wedge between Buhari and himself. He said, “It has become crystal clear even to the blind that the motives of these hatchet men who are desperate to take every available newspaper space is to insult, vilify and calumniate the former Vice President. “We cannot allow liars, denigrators and blackmailers and their sponsors to use Atiku as platform to ingratiate themselves with President Buhari and hijack his presidency under the pretext of loving him more than anyone else. “These political ventriloquists are hiding behind the cover of anonymity to achieve their sinister agenda of making Atiku the fall guy in the unfolding political developments,” Atiku said. In spite of Atiku’s position that the outcome of the National Assembly elections, contrary to insinuations, were products of interplay of politics “which is itself in constant motion”, it is strongly believed that Atiku is gradually positioning himself for the 2019 presidential race. The struggle for 2019 is already gathering momentum as Buhari has given signals that he may not contest for second term as a result of old age. Tinubu is said to have already settled for a former Governor of Kano state Rabiu Musa Kwankwaso and it is alleged that this plot to foist the former governor on the party did not go down well with Atiku and some other members of the party. It will be recalled that Senator Tinubu undermined Atiku’s presidential bid in 2007 under the defunct Action Congress of Nigeria and again in the 2014 when he supported the emergence of Buhari. Not wanting history to repeat itself, Atiku is said to be taking proactive measures and there are speculations that he has a hand in the fresh rift within the NWC of the APC after the party’s Deputy National Publicity Secretary, Timi Frank, called for the immediate resignation of the party’s national chairman, Chief John Odigie Oyegun, who is believed to be a puppet in Tinubu’s hand. But an aide to Atiku yesterday denied the allegation, saying those accusing Atiku are ignorant of his (Atiku’s) true nature as a nationalist and good party man. Frank, who is believed to have shifted to Atiku’s camp, accused Oyegun and some members of the APC’s NWC of fueling rancor in the party, and stressed that it was unfortunate that the leadership of the party played hide and seek and over indulged themselves in the choice of Senate President and House Speaker. “If my party could not keep to the promise of change, then we must correct them to keep to that. I have no fear or favour than to say that the current leadership of the party has practically failed. With this incident alone, the chairman should resign from his position after taking a position against the people and the people’s position has finally come to stay. In the Western world, by today the party’s national chairman would have resigned honourably. “Not just the national chairman, but the entire leadership that took this decision of conducting mock election against the outcry of the larger members of the party. Against the bigger picture of Nigerians, a hand-full of the party leadership came to take a decision, and by today the people have shown that the voice of the people is the voice of God,” Timi Frank stated. But political watchers of the unfolding drama in the APC are of the view that Tinubu has reasons to be worried if indeed he already has penciled down a candidate to fly the party’s flag in 2019. Atiku is the only one in the APC that has wide followership and influence like President Buhari. Already, Atiku has successfully planted his long time aide and loyalist, Shehu Garba in the villa as Special Assistant on Media and Publicity to President Buhari, a position that would enable him to have first hand knowledge of the goings-on in the Villa to the advantage of his former principal and godfather. In 2011, Atiku’s ‘boys’ Aminu Tambuwal and Emeka Ihedioha successfully maneuvered their way through the PDP to emerge Speaker and Deputy Speaker House of Representatives against the party’s anointed candidates. While Tambuwal is a well- known Atiku apostle, Ihedioha was a former Special Assistant, Media to Atiku when he was Vice-President. Ihedioha was introduced to Atiku by his aunt Dr. Mrs Ndi Okereke-Onyiuke, former DG, Nigerian Stock Exchange. While Buhari has large followership in the North, Atiku’s friends and followers are visible in all the 36 states and the federal capital territory. Atiku cultivated this followership since the days of the defunct Social Democratic Party, SDP and continued to service this relationship across the country over the years. Atiku understands the dynamics of politics, probably more than anyone in the APC does, and he is not pretentious about his ambition. Apart from the late sage, Chief Obafemi Awolowo, Atiku is the only politician in the country that has a well-articulated programme (Blue print) of what he intends to do as President, and how to go about it. Indeed, it is alleged by his loyalists that the PDP under Late President Umaru Yar’Adua stole the idea of Ministry of Niger Delta to solve the insurgency in the oil producing states, among other programmes, from Atiku. Another Atiku supporter told Nigerian Pilot that “apart from having huge followership across the country, Atiku has the financial muscle to prosecute any election and his opponents, can only ignore his record as a dogged fighter, to their peril. “The only thing Atiku needs is the appropriate platform that has national spread to achieve his presidential ambition”. Political observers say if APC does not disintegrate before 2019 because of intra-party crisis, it remains to be seen how Tinubu would deny Atiku the party’s ticket now that Tinubu’s influence seems to be gradually waning in the party.

Personal Assistant Dupes And Abducts Boss’ Son For Two Years

A 38-year-old man, Christopher Osoba, and one Emmanuel Okenze, aka Coach, have been arrested by the police for allegedly kidnapping a student, Olamilekan Ogunbiyi, 21. PUNCH Metro learnt that Osoba was the personal assistant to Olamilekan’s father, Abayomi Ogunbiyi. It was learnt that Abayomi had sought to get his son to travel abroad when Osoba volunteered to help. Our correspondent gathered that Osoba linked up the family with Okenze, who claimed to be a travel agent. The victim’s father was said to have paid Okenze, N900, 000 and N300,000 at different times to facilitate the travel. The men, with some other suspects, were said to have connived and kidnapped the victim. A police source said, “In August 2013, the boy’s father asked his PA (Osoba) to accompany the boy to the airport. They indeed got to the airport. “But they cast a spell on him and he lost his mind. They asked the boy to go to Coach’s (Okenze) house. They ordered him around and he could not reach his family again. “Meanwhile, they had told his father that the travel was successful and they started collecting money from him under the pretext of it was being sent to Olamilekan.” Our correspondent learnt from the source that each time the father asked to speak with his son, they lied to him that Olamilekan could not be reached where he was. The syndicate was alleged to have collected different sums from the family. The source said, “Sometime in June, the boy regained his consciousness. “He got a phone with which he contacted his father and narrated his ordeals. His father could not believe that his son was still in Nigeria.” The police were said to have been alerted, leading to the arrest of Osoba and Okenze. Police investigations revealed that the suspects, and others who were at large, had allegedly collected more than N6m from the victim’s father. The police arraigned them before an Ebute-Meta Chief Magistrate’s Court on seven counts of kidnapping, stealing, obtaining money and accessories after facts. The charges read in part, “That you, Christopher Osoba, Emmanuel Okenze, and others now at large, sometime in the month of August 2013, at Bajulaiye Olayinka, Lagos, in the Lagos Magisterial District, did unlawfully capture and detain one Olamilekan Ogunbiyi against his will and thereby committed an offence. “That you did obtain the sum of N3.1m from one Abayomi Ogunbiyi, that you are in a position to take his son, Olamilekan Ogunbiyi, to Uzbekistan and Romania, a representation you knew to be false and thereby committed an offence. “That you did conspire among yourselves to conceal the information relating to Olamilekan Ogunbiyi, to the fact he travelled to Uzbekistan and Romania, which to your knowledge is false and thereby committed an offence.” The police prosecutor, Cyril Ejiofor, from the Department of Criminal Investigation, said the offences were punishable under sections 409, 269, 285, 312, 98, 115 and 413 of the Criminal Law of Lagos State, Nigeria, 2011. The defendants pleaded not guilty to the charges. Their defence counsel urged the court to admit them to bail in liberal terms. The Chief Magistrate, I. O. Adelaja, admitted them to bail in the sum of N500,000 with two sureties in like sum. SARAKI/DOGARA: PLOY BY NORTH TO RULE FOR 16 YEA RS

Atiku to succeed Buhari in 2019, Tambuwal 2023 Plots S/West’s ouster from power equation dogaraaaRECENT elections in the National Assembly which resulted in Senator Bukola Saraki and Hon. Yakubu Dogara emerging as Senate President and Speaker of the House of Representatives, respectively, as well as calls for Chief John Odigie-Oyegun’s resignation as the chairman of the All Progressives Congress, APC, are all parts of a grand ploy by the core-north to remain in power at the centre till 2027, Nigerian Pilot can exclusively report. This was revealed to this newspaper by some members of the 7th National Assembly, one of them a core associate of Sokoto State governor, Aminu Tambuwal, who was the immediate past speaker of the lower house. Lambasting APC national leader and former Lagos State governor, Asiwaju Bola Ahmed Tinubu, for what he called his “political naivety and goof of the century,” the ex-legislator berated him for not being able to read between the lines that politics at the centre is not anything close to what obtains in Lagos and lately in the South-West zone, where he has been the “Alpha and Omega” of economic and political decisions since 1999. According to our sources, the decision (16-year rule) was the outcome of a series of efforts and highly classified meetings by core northern stakeholders to strategise on how the region would be in power for the next 16 years in order to revenge the emergence of ex-President Goodluck Jonathan in 2011, as well as the massive support given to him then by the South-West However, the final meeting where the decision was sealed was held four weeks ago in Kaduna, which presided over by an emerging powerful northern Emir who once played a key role in the nation’s economy but was removed by a former president under controversial circumstances before becoming a monarch. As our sources revealed, Tinubu’s failure to put his men at the helm of affairs in the National Assembly was orchestrated by the northern leaders in line with the agreements reached at the highly classified Kaduna meeting, which had both former Vice President Atiku Abubakar and Governor Tambuwal – the two arrowheads of the grand poly – some traditional rulers, notable ex-military and political leaders of the core-north in attendance. Atiku to succeed Buhari Going by the grand plan, the most important decision allegedly taken by the Kaduna meeting was that everything possible must be done to ensure that Atiku succeeds President Muhammadu Buhari in 2019, with Governor Rochas Okorocha as his deputy to pave the way for Governor Tambuwal to come in at the completion of his eight-year tenure as governor. He is expected to run for four years from 2023, or alternatively, for him (Tambuwal) to come in 2019 and do a two-term of eight years till 2027, with his former deputy in the House of Representatives, Hon. Emeka Ihedioha. The plan here, according to the pro-Tambuwal ex-legislator, is to win back South-East, the north’s traditional ally before 1999, play around the South-South, isolate and whittle down the South-West influence on Nigerian politics before 2019. Curtailing S/West’s influence In order to achieve the core-north’s ploy of 16 straight years at the federal level, other strategic plans alleged to have been ratified by the Kaduna meeting is to curtail ex-President Olusegun Obasanjo’s influence on President Buhari. Indeed, the meeting allegedly resolved to impress it on Buhari not to easily give in to Obasanjo’s demands and overtures as he could turn around to attack Buhari at the slightest displeasure, as he did to Jonathan. According to the script of the core-north leaders at the meeting, Tinubu must also be cut to size in every ramification as a sign of genuine commitment by President Buhari to his declared war on graft, for which he has enjoyed national and international acclaim. The former lawmaker revealed that a prelude to this is that Vice President Yemi Osinbajo has so far been “banned” from attending any of the national security meetings Buhari has held with service chiefs since he assumed power on May 29. Aside from the Kaduna meeting, Nigerian Pilot learnt that as part of plans by the core-north to hold on to power at the centre till 2027, it has secretly assembled a group of Euro-American trained and highly paid best brains from the region with some foreign partners for the sole objective of strategising for economic survival and development of the region between now and 2027, as well as for the next 50 years. This group is allegedly being currently housed in absolute comfort in one of the adjacent streets to Mississippi Crescent, Maitama in Abuja.

Siasia Siasia Expressing anger at the attitude of the players to the invitation, Siasia said he cannot understand why players who called to beg for permission to see their families and rest a little would fail to report to camp after the one -week grace he granted. “No player can hold the nation to ransom. This attitude of theirs is unprofessional. When the players arrived from the U-20 World Cup, they called me to beg for a grace period to rest a little, which I did, and they promised to report after one week. It is now more than one week and none of them is around.” Siasia disclosed that the Friday deadline is to give the players the benefit of doubt. It would be recalled that Coach Siasia had invited Captain Musa Mohammed, strikers Godwin Savior and Taiwo Awoniyi and goalkeeper Dele Alampasu who are based at home to report to camp on Monday 22nd June, while the overseas-based players Kingsley Sokari, Musa Yahaya, Kelechi Iheanacho and Moses Simon have been given until two weeks to the African U-23 Championship qualifier against Congo billed for Port Harcourt on July 19. Already, Sharks FC defender Chima Akas and his Warri Wolves counterpart, Semiu Liadi alongside the overseas-based Umar Aminu, Shehu Abdullahi and Ikechukwu Okorie have all reported to camp, cutting short their break. In a related development, Coach Siasia has denied reports making the rounds in the media that he has invited a Norway-based defender, Sola Akinyemi to the Dream Team, saying that before any player is invited from abroad to any of the National Teams, there is a process to be followed with the NFF giving the nod for such invitation. LEADERSHIP TUSSLE: SARAKI DARES APC, REJECTS LAWAN, AKUME

Foils plot to remove Ekweremadu Governors run to President, caution Saraki Senate President, Bukola Saraki yesterday snubbed the All Progressives Congress, APC, over its directive that he recognised Senators Ahmed Lawan, George Akume and others as its authentic nominees for the vacant principal offices of the Upper Chamber. APC National Chairman, Chief Odigie-Oyegun, had written a letter to Saraki, asking him to accept the party’s nominees for the affected offices. At yesterday’s plenary, the concerned APC Senators had expected Saraki to read the letter to pave the way for their inauguration. After waiting endlessly for Saraki to read the letter, which he declined, Senator Gbenga Ashafa from Lagos State, summoned the courage and urged the Senate President to read the letter. His action was promptly countered by a pro-Saraki Senator, Bala Na’Allah. Saraki promptly ruled out Senator Ashafa and the letter was not read on the floor of the Red Chamber. Prior to this development, Ashafa had told Saraki that: ‘’A letter written by the national chairman of our great party, the largest party in Africa, the APC, was sent here and by the special grace of God, we expected that that letter, which has been received by your office, with due respect, would be read in order to see to the resolution of the party’s leadership tussle. “Let me go to Order 28 (1), I read with your permission: Majority Leader of the Senate: There shall be Majority Leader of the Senate nominated by the party with the highest number of seats in the Senate. “Deputy Majority Leader of the Senate: There shall be a Deputy Majority Leader of the Senate. A Deputy Majority Leader shall be a Senator nominated from the party, again, with the highest number of seats in the Senate. “There shall be a Chief Whip in the Senate. The Chief Whip shall be a Senator nominated from the party with the highest number of seats in the Senate. “Again, 31(4): There shall be a Deputy Majority Whip of the Senate. He shall be a Senator nominated from the party with the highest number of seats in the Senate. “Mr. President, by virtue of the privilege of being one of the Senators of the Federal Republic of Nigeria and coming from our party, I believe that that letter should have been read to the hearing of all Senators here present. Perhaps, that will be the solution to the leadership tussle in the Senate.” As soon as he was done, Senator Na’Allah countered him, saying that, “I am proceeding on the same Order 28 just to offer explanation. By the popular rules of interpretation of documents that has been agreed by parties, the ordinary letters and words used must be given their effective meaning. “With your permission, I am going to read sir: “There shall be a Majority Leader of the Senate. The Majority Leader shall be a Senator ‘nominated from not by.’ What this seems to do is to debar the internally displaced side from nominating the majority leader and to confer it on the All Progressives Congress which incidentally happens to have the highest number in the 8th Senate. So with due respect, the point of order raised by my bosom friend and brother, Ashafa, even goes further to explain the raison d’ĂȘtre, as to why the Senate President shall not proceed to read that letter allegedly sent to this chamber by the All Progressives Congress. And therefore, we should go ahead with the functions and exercise of this Senate of the Federal Republic of Nigeria based on what we have accepted as majority party: that change is the platform that we will ride to move this country forward. So, I urge that this matter cannot stand.” Saraki quickly ruled: “I have listened to Senator Gbenga Ashafa and Senator Na’Alla and in going by our rules and in going by what I said earlier, I would just note what Senator Ashafa has said. I think we will leave the matter. In that case, I will rule that point out of order.” And the move was killed. When the APC Senators failed in their bid to have the letter read, they turned the heat on the Deputy Senate President, Ike Ekweremadu, who they insisted must step down from his office for an APC lawmaker to take over. Again, Saraki rose to the challenge as the plot was aborted. Ekweremadu, who is of the Peoples Democratic Party, PDP, emerged Deputy Senate President in the APC-dominated Senate on June 9, 2015 when some of the ruling party’s Senators went to the International Conference Centre for a meeting with President Muhammadu Buhari at a time the National Assembly was being proclaimed. The plot to unseat Ekweremadu was spearheaded by Senator Kabiru Marafa who raised a point of order that the election of Ekweremadu was in breach of the Senate’s Standing Rules. He said the rules that the Senate was using were initiated in 2011, which provide that an election into any of the presiding offices in the Red Chamber shall be via division and not secret ballot where two contestants are vying for any of the positions. He observed that Ekweremadu’s election was done through secret ballot where he defeated Senator Ali Ndume of the APC. He wondered when the rules were amended and requested for an explanation from Saraki. But, Saraki ruled him out of order, citing the Senate rules which provide that if a matter on presiding officer’s election has been taken care of, such cannot be revisited. The leadership of APC had heaved a sigh of relief on Monday after a series of meetings meant to broker peace between feuding members of the Senate Unity Forum and Senators of Like Mind ended with an agreement on the zoning of leadership positions. At the meeting of the party with APC senators on Monday night, the Chief Whip’s office was zoned to the South-West, with Senator Olusola Adeyeye (Osun Central) as the candidate. Also, the Deputy Senate Leader’s office was zoned to the North-Central and Senator George Akume (Benue North-West) was tipped for the office, while Senator Abu Ibrahim (Katsina South, North-West) got the office of Deputy Chief Whip. But, trouble started when at a closed-door session held by the APC Caucus, Saraki told the senators that each zonal caucus should meet and present their choices for the offices. In a reaction, Senator Suleiman Hunkuyi (Kaduna North), a member of the Senate Unity Forum, rejected the suggestion by Saraki, saying it was the exclusive preserve of the party to do so. He insisted that the party would bring the names of the officers. At this point, Senator Tayo Alasoadura (Ondo Central), the only South-West senator who belongs to the Saraki’s camp, shouted Hunkuyi down, saying, “No, the party will not decide for us.” He queried the rationale for the choice of Adeyeye by the party for the post of Chief Whip, remarking that Senator Ajayi Borrofice (Ondo North) would have been a better choice. This submission infuriated Marafa (Zamfara Central) who accosted Alasoadura and pushed him violently, prompting other senators to rush to his rescue. Obviously angered by the incident, Hunkuyi rushed to the door, opened it and invited the press to cover the melee. The Saraki’s group had chosen Senator Francis Alimikhena, the only senator from the South-South on the platform of the APC for the office of Deputy Majority Leader, Senator Adeyeye as Chief Whip, and Senator Na’Alla from the North-West as Deputy Chief Whip. But the APC rejected Alimikhena for Akume who, like Saraki, hails from the North-Central. Shocked by the incident, the Progressive Governors’ Forum, which comprises APC governors on Tuesday night ran to President Buhari, seeking his intervention in the National Assembly crisis. The governors also called on the leadership of the National Assembly and all APC lawmakers to abide by the position of the party on who occupies the remaining leadership positions in both the Red and Green Chambers. The lawmakers supporting Saraki and Dogara, have however rejected the list. Rising from a nocturnal meeting with President Buhari on Tuesday, the governors frowned at the situation where some lawmakers are trying to see the issue from the winner-takes-all point of view, saying the supremacy of the party should be the watchword of all office holders, whether in the Executive or Legislature. Imo State Governor, Rochas Okorocha, who is the chairman of the forum, made the position of the governors known, when he spoke with State House correspondents after the meeting. “We are the APC governors; we met with Mr. President because we are worried by what is happening at the National Assembly. “We felt we should rub minds with Mr. President and also commend him on the steps he has taken so far to address the issue of the economy of the nation which is literally in shambles,” he said. Okorocha noted that the meeting they had with Buhari was reassuring, adding that it was an indication that there would be light at the dark end of the tunnel. “But with all these achievements we are making, we are worried by the pockets of disagreement going on at the National Assembly and we have resolved that we came from a party and our party’s views should be respected. “So, we feel that there is room for us to invite our senators and look more into the matter and see how we can all make peace. “We believe that our party, which we all came from should be respected and for that reason, we have decided that we are going to invite our senators and rub minds with them. “We are saying that there should not be a winner takes it all situation, that we should carry everybody along, accommodate others as suggested by the party,” Okorocha said. Speaking in the same vein, Edo State Governor, Adams Oshiomhole, told journalists that “basically what we are saying is that the senators should adopt the position of the party. “We were all elected on the platform of the party; we are not just a collection of individuals. We are a political party and when the party has spoken we must listen otherwise if it was a game of individuals like golf, then individuals can go their way. “I think it is very clear at this point that the party has the responsibility to keep the system going. So we as progressive governors have listened to the president and we have discussed extensively and we are clear that the party’s position should be supported by the senators; this is the way it should be and we should start on a note of walking closely.” He added that the governors listen to the party, and as such, it is expected that APC senators should also do the same. “We are going to call them and tell them this is it and explain our reasons, we can’t continue to allow individuals to have their way; it is about party supremacy,” the governor stressed. The meeting, which started around 11pm, was held at the State House New Banquet Hall with 16 APC governors in attendance.
